Ontario Regulation 153 requires owners of industrial and commercial properties to file a Record of Site Condition with the Ministry of Environment if they intend to rezone the property to a more sensitive use. Owners of properties which cannot practicably meet established regulatory standards may apply for site specific standards through the development of a Risk Assessment. This requires extensive scientific studies to determine the risks associated with exposure to site specific contaminants for people, plants, wild life, and the natural environment.
